Gustavo Petro. The trip marks a rare foreign visit from López Obrador, who rarely leaves Mexico and who condemned congress’s decision to bar Castillo from attending the original summit as a
“humiliation”. At the summit, Peru will assume the rotating presidency of the Alliance.
