PERU: Congress makes fresh bid to impeach Castillo

Peru’s President Pedro Castillo appointed Betssy Chávez as prime minister on 25 November after Aníbal Torres tendered his resignation in the midst of an intensifying political confrontation with congress. Castillo ratified 12 cabinet ministers in their posts, while bringing in six new faces. Chávez later revealed that the government had interpreted the decision by congress not to approve a bill to repeal a law limiting the right of citizens to call a referendum on constitutional reforms as amounting to the rejection of a vote of confidence in the government. Under the constitution the rejection of two such votes of confidence empowers the government to dissolve congress and call fresh elections. Deputies immediately filed a legal challenge against the government before the constitutional tribunal and set in motion a third attempt to impeach Castillo.
