anti-government protests that gripped the eastern department of Santa Cruz – Bolivia’s main agricultural hub – for 36 days in October and November, Arce said that the strong export figures came
“despite the attempts at internal destabilisation and an unprecedented international crisis.” The Santa Cruz unrest briefly led the government to impose
export restrictions on soy and other agricultural goods, which opposition leaders claimed was an attempt to punish the department for the protests.
