Introduction

Anti-government protesters in Bolivia’s eastern department of Santa Cruz announced on 18 January that they would be lifting the roadblocks that had largely cut off the region from the rest of the country since late December. The blockades were implemented in response to the 28 December arrest of the department’s right-wing governor, Luis Fernando Camacho, as part of a terrorism investigation relating to the disputed election of October 2019. We begin this February edition of the Latin American Regional Report: Andean Group by examining the fallout of Camacho’s detention, which has inflamed the divide between his comparatively wealthy department and the rest of Bolivia and could fuel demands in Santa Cruz for a more federalised form of government. We follow this with a second article on Bolivia, where the government has said it exceeded its coca eradication target for 2022.
