From Russia with love
For the eighth time since Russia invaded Ukraine in March 2022, Bolivia abstained in a 24 February resolution in the United Nations General Assembly condemning the invasion. A subsequent telephone conversation between President Luis Arce and President Vladimir Putin on 17 March underscored the government’s eagerness to maintain good relations with the Kremlin despite the war. The fact that the phone call took place on the same day that the International Criminal Court (ICC) in The Hague issued an arrest warrant for Putin only added to the sense that Arce is swimming against the regional diplomatic tide.
