HONDURAS: Extending the state of emergency

Honduras’s leftist Partido Libertad y Refundación (Libre) government led by President Xiomara Castro has extended for a further 45 days, until 5 July, the state of exception in place since December 2022 as part of an anti-extortion plan aimed at tackling gangs [WR-22-50]. The move suspends constitutional guarantees in 123 of Honduras’s 298 municipalities and allows the police (PNH) and military police (PMOP) to coordinate actions. While the Castro government maintains the policy is working, institutions like the United Nations Office of the High Commissioner for Human Rights (OHCHR) and Inter-American Commission on Human Rights (IACHR) continue to flag up doubts. Meanwhile a recent massive security deployment to a high security prison, which comes weeks after the government announced a hard-line intervention in the penitentiary system [WR-23-15], highlights other security-related challenges.
