The resignation of ailing Burton Hinds from parliament is expected to pave the way for a by-election in the northern St Peter constituency, which he represented for 14 years.
The two main contenders for the vacant seat are a young economist, senator Owen Arthur, for the government and school teacher Sybil Leacock for the Democratic Labour Party, who lost to Hinds in two previous by-elections. Unless prime minister Tom Adams opts for a general election -- which is unlikely -- the by-election will be a stern mid-term popularity test for the ruling BLP. The next general elections are due in 1986.
