Introduction

Voters in Chile rejected a draft for a new constitution in December, which was drawn up by a constitutional council dominated by right-wing parties. This January edition of the Latin American Regional Report: Brazil & Southern Cone begins with an analysis of the constitutional re-writing process which has ended with two failed attempts to approve a new magna carta, as the public had voted against a proposal in 2022 which was considered too left-wing. The far-right Partido Republicano (PR), which had the most seats on the constitutional council, used the latest draft as an opportunity to include ultra-conservative proposals, which many Chileans ultimately did not support.
