CENTRAL AMERICA: Presidents arrive in Taiwan for trade talks

Central American presidents have arrived in Taipei for the fourth Taiwan-Latin American summit, which is intended to deepen economic links and foster closer diplomatic relations. The summit will also provide the setting for Panama's President Mireya Moscoso to sign a free-trade agreement with Taiwan, this country's first. 

Moscoso will be joined by Salvadorean counterpart Francisco Flores, Guatemala's Alfonso Portillo, Nicaragua's Enrique Bolaños, and Costa Rica's Abel Pacheco, in addition to Belizean Prime Minister Said Musa, Honduran Vice-President José Alberto Diaz, and Sergio Grullón Estrella, secretary-general of the presidential office of the Dominican Republic. 

Portillo was characteristically outspoken in pre-summit talks. He described current levels of trade between Taiwan and the Central American sub-region as 'erratic', yo-yoing from year to year rather than steadily increasing 'as it should do'. He proposed the creation of a regional investment association between Taiwan and Central America to deepen economic ties. Unlike much other FDI in Central America, Taiwanese investment in the sub-region has increased in recent years, up 36%, to US$404m, between 1998 and 2002.

Meanwhile, in a pre-summit meeting with President Chen Shui-bian, Pacheco said that Costa Rica would continue to support Taiwan's bid to join the UN and the World Health Organization.
