Development:   On 11 November, the president of São Paulo's regional electoral court said that the federal deputy-elect, Francisco Everardo Oliveira Silva, alias 'Tiririca' the clown, who was elected with a record 1.35m votes on 3 October, will be allowed to take up his congressional seat in February 2011.
