Cuba sees ill intent in US visa cutback

The US appears to be intent on provoking the increase in Cuban migration that its officials have been warning about since July last year, when President Fidel Castro delegated power to his brother Raúl. This, at least, is the view of the Cuban government, which last week highlighted the sharp reduction in the number of visas issued to Cuban emigrants by the US Interests Section in Havana. Washington belatedly attributed the cutback to 'obstacles' set up by the Cuban government.
