BOLIVIA: Masses mobilised to block debate on the capital

President Evo Morales has once again resorted to mass mobilisation as a means of bending the will of the opposition within the constituent assembly. More than a million people assembled in El Alto on 20 July and threatened the assembly with a general strike if it did not remove a proposal to move the country's administrative capital back from La Paz to Sucre from its agenda. Since 1899 Sucre has been reduced to the seat of the judiciary.
