BRAZIL: New defence minister with mandate for reform

On 25 July Nelson Jobim accepted the defence portfolio on the behest of President Lula da Silva. This was the third time that Lula requested Jobim to accept the position. In his inauguration speech, Jobim, from the Partido do Movimento Democrático Brasileiro (PMDB), said he only accepted the task after receiving a "carte blanche" from President Lula da Silva to undertake the necessary changes to renew Brazilians' confidence in the country's aviation system (following two deadly plane crashes in less than a year). Brazil is one of the few countries in the hemisphere whose civilian air traffic management is under military control.
