Last week the independent government auditor, the Controladoria Geral da
União (CGU), banned a construction company implicated in cases of corruption
and fraud to participate in public tenders. The CGU order would be considered a
normal proceeding in many places, but in Brazil this is not the case. Indeed,
despite all the scandals and irregularities in public tenders uncovered by the
police and reported in the media, only 24 companies are banned from providing
services for the government by the its juridical overseer on financial matters,
