Race at heart of Trinidad’s crisis

Goaded by 11 murders in a weekend, and by undisclosed intelligence that was said to reveal an “immediate threat and endangerment of public safety”, Prime Minister Kamla Persad-Bissessar of Trinidad & Tobago declared a limited State of Emergency (SOE) for an initial period of 15 days on 21 August. At the end of the first week of the emergency, 789 people had been arrested.
