COLOMBIA: Can Santos get more radical?

Good start but not enough. This was the stark verdict of a report by the UN Development Programme (UNDP) into rural Colombia presented to President Juan Manuel Santos on 28 September. The report, entitled Rural Colombia: reasons for hope, stresses that the victims and land restitution law, approved by the Santos administration, to return stolen land to displaced people from Colombia’s armed conflict, is an important step in the right direction. But, it calls for a fundamental overhaul of the entire structure of land ownership in Colombia, if development is not to remain a chimera. The report makes a cogent argument but enacting it would require colossal political will on the part of Santos, not least because this incendiary hypothesis would risk igniting further armed conflict.
