President Mauricio Funes will go down in the annals of history as the first head of state to apologise to the public for the worst military massacre during El Salvador’s civil war (1980-1992). On top of this he ordered the armed forces to stop venerating war “heroes” responsible for such massacres, and called for the amnesty law shielding those accused of human rights abuses during the civil war to be struck down. However, Funes will also go down in history as the first head of state since the signing of the peace accords in 1992 to appoint former military generals to head not just the public security and justice ministry but also the national police force.
