BOLIVIA: Another electoral embarrassment threatens

Following his first electoral defeat last year over the national judiciary vote, President Evo Morales is facing the prospect of fresh embarrassment over his decision to revisit the issue which led to the defeat in the first place: the plan to construct a road through the indigenous territory (Tioc) and national park, Isiboro Sécure (Tipnis). Having signed a law in October last declaring the territory ‘untouchable’ and cancelling the road project [RA-11-11], earlier this month, the ruling Movimiento al Socialismo (MAS)-led legislature approved a non-binding referendum (consulta) for the Tipnis inhabitants. This could pave the way for the road’s construction. With Tipnis residents already threatening to boycott the consulta, multiple doubts surrounding its validity and various sectors warning of an escalation of violence, Morales’s invocation of “popular democracy” as a means of securing legitimacy for what is ultimately a government-backed initiative, could well backfire.
