BOLIVIA: Drug deal breakthrough

The government of President Evo Morales has finally signed two accords with the US and Brazil to cooperate on coca control. The 20 January breakthrough suggests that the final agreements provide sufficient reassurance to the Morales government that such a deal – which was due to be signed in November last with the restoration of US-Bolivia relations [RA-11-12] – will not undermine its authority over how drug control would be carried out within Bolivia’s borders.
