Much of the focus in Colombia right now is on security issues. President Juan Manuel Santos pointedly held a security council on 22 February in San Vicente de Caguán, the site of the failure of the last peace talks with the Fuerzas Armadas Revolucionarias de Colombia (Farc) 10 years ago. Separately, the country’s second largest guerrilla group Ejército de Liberaciόn Nacional (ELN) expressed an interest in peace talks. Less reported is one of the direct corollaries of the improved security situation in Colombia: rising foreign investment and, as an added bonus, burgeoning exports.
