MEXICO : The horror at Apodaca obscures improvement

The appalling events at the high security prison at Apodaca, just outside Monterrey, where a riot led to the death of 44 inmates and the escape of a further 30 early on 19 February, have obscured clear evidence that nationally the security situation is beginning to improve. What makes the 2012 improvement distinctive from other (false) dawns is that the authorities no longer seem to be pushing the drug-gang related violence from one place to another. Crucially, the central belt of the Estado de México and the Distrito Federal are not seeing their murder rates soar. The Estado has, however, seen some horrible events this year, notably the lynching (actually burning alive) of three young men on 10 February at San Mateo Huitzilzingo in Chalco. The alleged ringleader of the vigilantes is a former auxiliary police officer from the Distrito Federal.
