President Sebastián Piñera is moving swiftly in order to try and avert a recurrence of the social protests that blighted 2011 for his government. The first thing Piñera did upon returning from holiday was to dispatch two ministers to the southern region of Aysén (Region XI) on 20 February to try and nip in the bud a protest over the high cost of living, especially fuel costs, and poor public health facilities. This time last year a similar protest broke out in neighbouring Magallanes (Region XII). The government was slow to react then and it set the tone for a year of protest movements, particularly the protracted student demonstrations, in which it never seemed to be on top of events.
