BRAZIL: Serra wades in at the last minute

The prospective entry into São Paulo’s October mayoral election of the veteran opposition baron José Serra has put the cat among the pigeons. The federally ruling Partido dos Trabalhadores (PT) had hoped to seal an alliance with São Paulo’s power hungry mayor, Gilberto Kassab, with the aim of reaching the city’s elusive conservative electorate this year. Kassab, however, owes his political career to Serra and would have to support his bid.
