GUATEMALA: Pérez Molina fails to reassure over human rights

President Otto Pérez Molina’s commitment to human rights has fallen under scrutiny - for various reasons. While he has been forced to back down over his controversial 1 May decision to declare a state of siege in the indigenous municipality of Santa Cruz Barillas, Huehuetenango [WR-12-19], doubts regarding his willingness to address the root of the conflict; the announced closure of the Peace Archives, a key agency tasked with preserving and investigating military and police records from the country's 1960-1996 civil war and concerns over the election of a new human rights ombudsman, have all left civil society very much on the alert.
