It is not perhaps quite what President Fernando Lugo had in mind when, for all these years, he called for greater democratic participation in Paraguay, but it was probably more effective. After three days of large-scale protests outside congress and nationwide last week, congress backtracked on a controversial initiative to enlarge the state payroll and took the first tentative step towards a long overdue shake-up of the supreme court (CSJ). Lugo has long advocated, but been unable to deliver, judicial reform. He was not able to celebrate for long, however, before a scandal that has dogged him for his entire mandate shot to the fore again: paternity - over yet another son.
