MEXICO | OHL begins legal proceedings against the Puebla government. The Mexican subsidiary of Spanish construction firm, Obrascón Huarte Lain (OHL) has announced that it has begun legal proceedings against the government of Puebla state for its decision to “unexpectedly and unilaterally” revoke a concession awarded to the company to build a 35km highway. The Puebla government led by governor, Rafael Moreno Valle Rosas, from the Partido Acción Nacional (PAN), decided to revoke OHL’s concession on 9 May after it claimed to have found a number of “irregularities” in the tender process which was conducted in 2008 under the previous administration led by Mario Marín from the opposition Partido Revolucionario Institucional (PRI).
