VENEZUELA: Opposition governors slam funding “asphyxiation”

On 11 July, just a day after President Hugo Chávez asked the national assembly to lift the 2012 budget debt cap by a third to US$27bn (to fund the new pension program Gran Misión Amor Mayor), Governor César Pérez Vivas of Táchira denounced a central government “ringfence” (cerco) on Venezuela’s six opposition-controlled states.
