Days before his first anniversary in power on 28 July Peru’s President Ollanta Humala conducted his third cabinet reshuffle. The guiding principle behind the changes was to get the focus back on to his campaign promise of growth with social inclusion and to end criticism, often emanating from his own support base, that he is actually promoting growth with social repression. This does not mean that Humala intends to drop his support for projects like the Conga copper and gold mine in the north-eastern region of Cajamarca or necessarily his recourse to states of emergency. Instead, the main difference will be one of style with the emphasis now firmly on dialogue to resolve the country’s social conflicts
