President Porfirio Lobo is under considerable pressure, both from inside and outside Honduras, to arrest the country’s monumental security problems. Reforming the national police force (PNC), considered one of the most corrupt and discredited institutions in the country, is, without doubt, his top priority. Several heads have rolled, including those of three police chiefs over the past six months, but this has done little to restore the force’s credibility. Making matters worse, the PNC has been involved in several unclear episodes in which civilians, presumed to be narco-traffickers, were killed.
