Paraguay’s President Federico Franco attended the formal launch of the country’s electoral process in the headquarters of the electoral tribunal (TSJE) on 21 August. Franco said it had been insinuated that he would find an excuse not to stage general elections on 21 April 2013 by citing adverse regional reaction to the impeachment of Fernando Lugo last June. Franco said this was ill-intentioned scaremongering. He said he was utterly committed to his democratic vocation and that Paraguay’s institutions were all “functioning”.
