TRINIDAD & TOBAGO: It’s hard to keep Jack down

Last month saw the anniversary of the declaration of a state of emergency in Trinidad & Tobago which was lifted on 5 December. With the number of murders for 2012 at the anniversary date (22 August) standing at 262, just eight short of the same period in 2011, it is hard to point to any significant benefit from the measure.
