The establishment of ‘police pacification units’ (UPPs) in the favelas of Rio, from which drug gangs had been expelled, has been a success in at least one area: the rates of major violent crimes have been significantly reduced. This is one of the most important positive findings of the first comprehensive independent study of the UPPs.
