Since taking office in August 2010, President Juan Manuel Santos of Colombia has said that the keys to peace were in his pocket. However, he would only use them when he considered that the Fuerzas Armadas Revolucionarias de Colombia (Farc) was sincere in its stated desire to end the half-century-old Colombian internal conflict through a “negotiated political solution” (i.e. a peace agreement). That moment has arrived.
