PARAGUAY-BOLIVIA: Arms buildups and renewed claims about US bases

Against the backdrop of belligerent statements from politicians in both Bolivia and Paraguay the government of President Federico Franco has been fending off calls from legislators to speed up a US$580m rearmament plan by reallocating substantial sums budgeted for investment in infrastructure and education. Bolivia’s mood has been strongly influenced by the revival of claims about a planned installation of one or more US bases in Paraguay.
