VENEZUELA | Warnings of ‘civil war’ risk. David de Lima, former governor of the state of Anzoátegui, said in late August that the opposition presidential candidate, Henrique Capriles Radonski, had a secret plan, supported by several opposition leaders, that if implemented would plunge the country into a civil war. He later qualified his remarks, saying, ‘Maybe not a civil war, but we would fall into another crisis — political, economic and social.’
