NICARAGUA-COLOMBIA | Verbal flap over Caribbean sovereignty. On 31 August the commander of the Nicaraguan army, General Julio César Avilés, speaking at the commemoration of the service’s 33rd anniversary, announced, ‘We wish to inform you that the army of Nicaragua, with brave and firm officers, have exercised sovereignty to the east of Meridian 82, flying, navigating and capturing vessels not authorised by Nicaraguan law. [Nicaraguan aircraft] have gone far east of Meridian 82, close to Meridian 80, and north of Parallel 15.’
