President Evo Morales’s decision, announced last year, to take Bolivia’s maritime demand against Chile before international courts might have yet to show any sign of paying off. However, he appears intent nonetheless on further fanning bilateral tensions. This month he gave his full backing to the governor of Potosí, Félix González of the ruling Movimiento al Socialismo (MAS), who announced plans to go ahead with the construction of a fish farm at the end of this month and three other projects slated for 2013, which would affect the Silala River – whose waters have long been a bone of contention between the two countries.
