Argentina’s most emblematic vessel, the Fragata Libertad, a tall ship used by the Argentine navy to train its sailors, has been detained by Ghanaian authorities at the port of Tame for over two weeks. Members of the naval prefecture (PNA) and the gendarmerie (GNA) have been on strike over the implementation of a decree that effectively slashed their pay checks for a similar length of time [

The decision to re-route the ship from its originally scheduled docking in Nigeria to Ghana, and the issuance of the decree, were both decisions made by civilian authorities that depend directly on the national executive; as soon as the two conflicts erupted, however, those removed from their posts and sanctioned for the public embarrassment faced by the administration of President Cristina Fernández were some of the most senior professional members of the security forces.
