Recent events in Coahuila, which since early October has become the main theatre of operations in the Mexican security forces’ fight against organised crime, show why President-elect Enrique Peña Nieto is so keen on introducing sweeping changes to the country’s security apparatus. In particular, the fallout from the murder of José Eduardo Moreira Rodríguez [RM-12-11] has once again highlighted the inadequacies of municipal police forces in dealing with organised crime; as well as the acknowledged need to strengthen the federal police (PF) so that it can operate without having to rely on the armed forces.
