As we go to press President Hugo Chávez should be being sworn-in for another six-year term before the national assembly. Instead he will still be lying on a hospital bed in Havana on 10 January, the huge uncertainty over his health still hanging. Meanwhile, senior Chavistas and opposition figureheads are brandishing their new weapon of choice: a copy of a small blue book containing Venezuela’s constitution. Chavistas control all three branches of government, so their interpretation of the key articles therein has inevitably prevailed and Chávez has been granted an indefinite period of convalescence while retaining power.
