The uphill task of cleansing the police

One of the conditions laid down by the Peña Nieto administration for the gradual withdrawal of the military from the fight against ‘organised crime’ is that the strength of the civilian police forces should be enhanced to the point that they can take over. Part of that effort is cleaning up the weakest link of the law enforcement chain: the municipal police forces, many of which are overwhelmed by the criminal gangs and many others are corrupt to the core. Developments in this area in January alone illustrate how difficult this task will be.
