approval of the new constitution has been overshadowed by corruption allegations
involving Bolivia's state oil company, Yacimientos Petrolíferos Fiscales
Bolivianos (YPFB). The scandal, one of the worst to afflict the government since
Morales took office three years ago, has already seen the departure of the YPFB
president, Santos Ramírez, a close ally of the President. The nationalisation
process, a key provision of the new constitution, will now be subjected to even
