POLITICS: Civil service law scrapes through, but not without protests

One of President Ollanta Humala’s campaign promises was reform of the civil service, something that earlier administrations had tried to do without success. Indeed it was an issue that several candidates promised to address in the run-up to the 2011 election. However, the congressional approval of a new civil service law on 2 July and its swift promulgation by the president two days later proved very unpopular, leading to protests across the country and no doubt feeding into Humala’s recent slide in the opinion polls.
