NICARAGUA/COSTA RICA: Ortega stirs the waters

At the end of last month the International Court of Justice (ICJ) at The Hague informed both Costa Rica and Nicaragua that it would not modify provisional measures stipulated in a March 2011 ruling on the San Juan River area – the focus of a bilateral territorial dispute currently before the court [RC-11-03]. The announcement, in response to efforts by both countries to seek further measures against each other, comes as Nicaragua’s alleged attempts to offer oil exploration and exploitation contracts in waters which extend beyond its own territory are threatening to spark new hostilities not only with Costa Rica, but also Colombia, which also recently had a case against Nicaragua before the ICJ.
