BOLIVIA: Another security embarrassment for Morales

The arrest in the US last week of a former top police official, Mario Ormachea Aliaga, for alleged extortion is proving another embarrassment for the government of President Evo Morales. It is the latest sign of its failure to stamp out corruption in the security institutions despite promises made following two emblematic scandals – that involving the former head of the counter-narcotics force (Felcn), René Sanabria, convicted of drug smuggling in the US in 2011 [WR-11-12] and, more recently, the exposure of a corruption ring within the interior ministry in December 2012 by US businessman Jacob Ostreicher, jailed over a money-laundering investigation [WR-12-48].
