More changes to military top brass. On 16 October President Horacio Cartes made more changes to the military leadership. The latest appointments come two days after General Jorge Francisco Ramírez Gómez, the former head of the army, was promoted to become commander-in-chief of
Paraguay’s armed forces. The 22 changes announced yesterday included the appointment of Major General Carlos Antonio Caballero Maidana as head of the joint chiefs of staff, replacing Major General Pedro Arístides Báez Cantero. Major General Oscar Alfredo Cuenca Rotela becomes commander of the military training institutes, replacing Major General Fabio Ruperto Martinetti González. Brigadier General Guzmán Francisco Espínola becomes head of the army staff, replacing Major General Carlos Antonio Caballero Maidana.
