PARAGUAY: Cartes begins to encounter political resistance

Less than a month into his term, Paraguay’s President Horacio Cartes is moving to introduce legislation aimed at reinforcing the country’s public finances. His efforts are being resisted in congress by his own party, the Asociación Nacional Republicana-Partido Colorado (ANR-PC). This is the first serious test for the political neophyte Cartes, who is facing mounting divisions within the ANR-PC.
