The attempt to construct autonomous indigenous local governments has been a contested and protracted process. Four years after eleven municipalities voted in favour of seeking autonomy, none has completed the transition. In a positive signal, the Tribunal Constitutional Plurinacional (Plurinational Constitutional Tribunal [TCP]) on 19 September gave approval for the bulk of the statutes of one of the municipalities. Yet the experience of the transitioning municipalities raises questions over the potential for the expansion of autonomous indigenous governments, particularly on the scale some observers initially expected.
