MEXICO: Clean-up of police forces is way below target

President Enrique Peña Nieto’s security strategy is facing a second major shortfall. First it was the postponement and downsizing of its key innovation, a national gendarmerie. Now it is the realisation that, once again, the target of vetting the country’s 500,000-plus police personnel is far from having been met — with particularly low fulfilment rates among the state and municipal forces. Meanwhile, episodes of police corruption and outright criminality highlight the need for a trustworthy law enforcement establishment.
