BRAZIL: Trying to discover more about Black Bloc rioters

Law enforcement agencies in Brazil’s two leading cities, São Paulo and Rio, have very different view about the Black Bloc rioters who have been hijacking protest demonstrations [SSR-13-08]. The latter tend to accept their self-description as spontaneous groups without leaders or organisational structures, while the former appear persuaded that there is a leadership of some sort — which has yet to be identified.
